They are not.
Folks who use the mobile app may play without an account. These players are assigned a username “Guest xxxxxx”. Players can convert this account to a regular one if they wish. Until that is done the guest account is linked to the device used and if the app is reset or data cleared the account (and any chips etc. associated with that account) is lost.
I imagine that some folks, upon converting to a regular account, may have decided for some reason to keep the guest username. There is also nothing to prevent someone from using the word guest and a number as their chosen username when they create an account from scratch. Hope this helps.
