I have a rank of 3 is this good?
It’s just okay. I know you received around 21,000 chips for the month, 'cus I’m at the same rank. However, there are definitely players (at least 1 but I don’t know who it is) that have a ranking of 5 or better. That’s producing a pretty good number of chips every month!
Where do you find this?
‘Click’ your profile link and you will see it just under ‘Edit profile’…

I think you can only endorse 10 people every 24 hours. I could be wrong. Wouldn’t be the 777th time

Nope, you can endorse as many individuals as you can click. Just 1 to a player in a 24 hour period.
Click your avatar on the homepage, click profile, scroll down

I was wrong, but you were too.
Second, you’re limited by how often you can endorse within a 24 hour period. You may only endorse 20 players within that period, and you cannot endorse the same person more than once in those 24 hours

MY MISTAKE! You ARE so right about 20 separate endorsements in a 24 hr period. Thanks for catching that. It takes a little bit of concentration to dole out that many, but an extra 500 chips isn’t too bad whether you win, lose or draw…
Just to clear up any confusion ( @Craig_Anthony ), these are from the RP Help Center drop down.
Also, note from the How Do I Use Endorsements:
"…Are there any limits to the number of Endorsements I can give/receive?
Yes. First, you may only endorse a player you’ve played with at a table. You can’t simply visit all your friends’ profiles and award them from there. You have to have played a hand at a table with the player to be able to endorse them.
Second, you’re limited by how often you can endorse within a 24 hour period. You may only endorse 20 players within that period, and you cannot endorse the same person more than once in those 24 hours."
