I was wondering if it is possible to narrow down the tournament start times down by using a + or - sign in lieu of the present “in about X hours” terminology.

Well for me it definitely works 
Good news - we know show the actual start time (in your local timezone) in the right hand column of the poker lobby when you click a tournament.

We’ve also tidied up today that part of the lobby page, so now we link straight through to the promotion section and re-ordered the information to make it easier to scan.
I should mention that actually I was incorrect before, the start time is fixed right now to the lobby timezone which is ET (EDT and EST). We hope to upgrade it later to show in your local timezone.
